Kyrgyzstan Expands Support for Solar Energy and Tightens Rules for Investors
Kyrgyzstan is stepping up efforts to encourage the use of solar energy by making it easier for households to install rooftop solar panels while introducing clearer requirements for renewable energy investors.
According to Energy Minister Altynbek Rysbekov, homeowners may install solar systems with a capacity of up to 15 kW. Installations below this threshold do not require a license, even if surplus electricity is sold back to the national grid.
The government also intends to purchase excess electricity generated by households. For example, if a home uses 10 kW and produces 15 kW, the remaining 5 kW can be fed into the grid without regulatory obstacles.
The new measures are part of a broader effort to accelerate renewable energy development and create a more attractive investment environment.
One of the key changes concerns energy storage. Under the updated rules, solar and wind power projects must include battery storage systems with a capacity equal to at least 30% of a plant's installed capacity.
Rysbekov said discussions with investors are now focused on integrated projects combining renewable generation with dedicated storage infrastructure. As an example, he pointed to a 100 kW battery storage unit installed at the Ministry of Energy as a pilot project to evaluate the technology.
